SUBJECT: Kingston Memorial Centre Boiler Plant Upgrade

RECOMMENDATION TO COUNCIL:

THAT a project budget reallocation be approved in the amount of $37,000 from the Memorial Centre

Roof project to the Memorial Centre Boiler Replacement project;
AND FURTHER THAT Lockerbie & Hole Contracting Ltd. be awarded the tender, as the successful
bidder being the lower of two bidders at a total cost of $1 12,000 plus GST for the replacement of the
existing boiler and hot water storage tank at the Memorial Centre Arena;

AND FURTHER THAT the Mayor and City Clerk be authorized to sign a contract with Lockerbie &
Hole Contracting Ltd. subject to the satisfaction of the Director of Legal Services.

ORIGIN/PURPOSE :

The purpose of this report is to seek Council authorization to complete certain works necessary at the
Memorial Centre.

OPTIONS/DISCUSSION:

One of the two boilers at the Memorial Centre has been shut down because it is no longer safe to operate.
The replacement was provided for in the 2003 capital budget. J.L. Richards and Associates Limited were
retained to ensure that the proper equipment was purchased and that the integrity of the boiler system was
not compromised. In the technical review of the system and interviews with staff the engineer discovered
that the hot water storage tank was undersized and its design did not support the present day use
requirements. In order to physically install a new storage tank the boiler that is going to be replaced would
have to be disconnected, therefore the best time to replace the storage tank is at the same time as the
boiler is being replaced.

The contract to replace the boiler and the hot water storage tank was advertised in the Kingston Whig Standard and the Kingston Construction Association. Six contractors attended the mandatory site meeting.

Three contractors bid on the contract. One contractor did not provide the required bonding, leaving two
bids that can be considered.

The Invitation to Tender had two parts. One was the replacement of the boiler. The boiler was properly
sized for the plant and was not considered a contributing factor in the lack of hot water supply. It was
determined that the existing storage tank does not hold enough hot water nor does it allow for a short
enough recovery time to maintain enough hot water to fill up the ice resurfacing machine and provide hot
water to the showers. The lack of a sufficient supply of hot water was a major and ongoing complaint
from users of the Memorial Centre last year. Replacement of the boiler and storage tank is essential in
solving that problem.

If the replacement is done at the same time as the boiler installation the replacement costs will be lower
because the new boiler would not have to be disconnected then reconnected. While the original budget did
not contemplate the replacement of the storage tank, staff was of the opinion that it was prudent to include
the storage tank as a separate component of the tender, to provide the opportunity to complete the work
now, save some money and minimize disruption of service to users of the Memorial Centre.

Capital budget approvals for the roof project total $600,000. The actual cost for roof replacement will be
approximately $450,000, leaving a balance of $150,000 available. Capital budget approvals for the Boiler
project total $75,000; however the project, including the storage tank requires additional budget in the
amount of $37,000. Finance policy provides for funding of arena related expenditures from the Arena’s
Reserve Fund. The reallocation can be accommodated with the current balance and in accordance with the
policy.

The request to reallocate is an acceptable position, given that excess budget exists in the roof project.
