A Kingston 'Social Audit' was released to City Council on April 1, 2003.

The social audit presented to city council reveals Kingston as a city in crisis.
"We are struggling to stretch limited resources to meet the ever-increasing needs of our most vulnerable citizens."
The report notes the concerns of doctors, police officers, mental health workers, faith groups and social service providers have reached a critical point:
"Those with daily, front-line experience of life on Kingston's streets have the same message: Downloading care for the city's most needy onto municipalities and voluntary agencies has failed utterly and tragically."
