The Bill for the AV Referendum and revision of the Parliamentary constituencies has been published:

I am delighted to see that the instructions for "How votes are to be counted" follow the ERS Rules for the Alternative Vote. Here
the winner will be identified by having "more votes than the other candidates put together" (Section 7(2) at the top of page 5 of
the PDF version). There is no mention of a "quota" nor any mention of "half the votes" - both highly undesirable in AV (IRV)
election rules. The rules for breaking ties ("earliest difference") are in Schedule 6.
