During a press conference Thursday morning in city hall, Mayor Harvey Rosen announces he will not be seeking another term as mayor of Kingston.

Harvey Rosen made it official this morning: He will not seek a third term as mayor of Kingston.

"What I am about to announce is what I see as a needed change for the city," he told a gathering of friends, fellow politicians and city staff outside the mayor's office at city hall.

"A wise person knows when to seek an office and when to step aside. I will not seek an additional term as the mayor of Kingston."

Rosen has been involved in municipal politics for 16 years. He was first elected mayor in 2003 and re-elected in 2006.

At yesterday's city hall press conference, Rosen thanked his fellow members of the previous and current city councils and urged others to step forward for this fall's municipal vote.

Kingston Electors Website has been given permission by Jeffrey Lowes to make the following correspondence available to be posted. Jeffrey Lowes, is among several candidates running for Council in this 2010 election that are not pleased with the individuals involved.

The following letter has been faxed or sent by email to every candidate running in Kingston. One copy will be deliveried by mail to Dan Hartly as I made the effort to contact him my phone and email.

Some Quotes for reflection
I think that what sometimes we forget to appreciate is that the standards that many of us enjoy for wages and safety and benefits in our workplaces comes from unions and comes from people who’ve fought for them and negotiated them. Not just wages, but benefits and also rights – the right to not be fired for no reason at all, the right to not be discriminated against for an ever-lengthening list of things, the right to have seniority respected, the rights to return to a job after maternity leave.

Debi Wells on The Relevance of Labour Unions Today

"A trade union or council of trade unions, so long as it continues to be entitled to represent employees in a bargaining unit, shall not act in a manner that is arbitrary, discriminatory or in bad faith in the representation of any of the employees in the unit, whether or not members of the trade union or of any constituent union of the council of trade unions, as the case may be".
1995, c. 1, Sched. A, s. 74.
One reason why [corrupt] labour leaders ... have been rare in Canada may be most Canadian jurisdictions' duty-of-fair-representation provisions - something that does not exist in American legislation. The possibility of an aggrieved member taking the union before the labour board very likely acts as a brake on seriously undemocratic union conduct. In contrast, under a system where a members' only recourse is a cumbersome internal review procedure, followed by the courts, leaders might be more willing to engage in undemocratic behavior, knowing there is little likelihood they will be called to account.

Re: Municipal Election Endorsements

I am glad to see you took the time to respond to Mr. Morris’s commentary. While I do not have the right to tell you how to direct your efforts, I do have the right to defend myself when smeared publicly by your organization’s resent claims.

I am not going to suggest anything about closed door promises but I will take issue with your patronizing concern about a “disservice to the people who have offered to run.”

You imply that you had contacted all the candidates running for office via a democratic process. You then discussed with the presidents from local unions and posted your results on web pages and in press releases.

You and I both know this is not true. I raised the issue with your office in person which is located in my district not one block from my home. I have spoken to you on the phone. I, like some other candidates, was not given the opportunity to participate in the survey.

For the most part, the Kingston and District Labour Congress acted in a manner that was arbitrary, discriminatory, and decidedly undemocratic. This underminds the work and reputation of the local unions and the individuals running for office. “The right to not be discriminated against for an ever-lengthening list of things” is a quote from your speech on the Relevance of Labour Unions Today.

In my community, there are a great number of hard working people and business owners in the three neighbourhoods of Rideau Heights, Marker’s Acres and Cataraqui North which comprise our diverse district. It is interesting that your “endorsement” of a candidate in Cataraqui implies that a teaching assistant from Queen’s is in better touch with the community than someone like myself who lives, works in the district and sends their children to one of the neighbourhood schools.

As you explained to me over the phone, the reality is the endorsement came only because he was a union member. You also explained to me that you would like to discuss this (damage control) further. Well I’ve waited a few weeks and I see you have the time to respond to a newspaper commentary. Maybe you will finally find the time to respond to mine.

I can’t be expected to stand up for my community on issues if I won’t stand up for myself. Candidates can wear your endorsement with the fully knowledge they looked the other way when they found out the process was an undemocratic sham. I don’t expect you to change any of your endorsements but I do expect you to disclose on your web page and press releases that I (and any other candidates you chose not to survey) was not contacted or considered in your preordained process.

Sincerely,

Jeffrey Lowes
