Kingston City Council will consider the following transit planning motion at its meeting to be held on February 19, 2008.

WHEREAS Council has adopted as priorities several strategic directions incorporating specific areas that “financial
decision-making for the next budget should reflect”; and,
WHEREAS in support of creating a green community Council identified “enhancing public transit with a target of bus
service every twenty minutes” as a specific action; and,
WHEREAS the Kingston Transit 5-Year Business Plan, prepared by the IBI Group in September 2005, expires in
2009;
THEREFORE BE IT RESOLVED THAT Council directs:
1. That Staff are to bring to the September meeting of the Environment, Infrastructure and Transportation Policies
Committee a finished proposal for developing an efficient and reliable Kingston Transit system to achieve that
Council priority that will include:
- identifying target levels of service reflecting the best practices of such communities as North Bay,
Niagara Falls, Ottawa, and other Ontario cities that are public transit leaders;
- providing a minimum level of service within the urban growth boundary, perhaps of every twenty
minutes, with enhanced service of perhaps every five minutes on main corridors and at peak travel
times;
- a plan for implementing the best practices and achieving the target levels of service that identifies capital
and operating costs (recognising that there may be a requirement for new staff and/or buses) over the
next five years;
- identifying desirable infrastructure developments, such as bus transfer stations or terminals; and,
- fare pricing proposals designed to increased transit use;
2. That in preparing this report, Kingston Transit management are to invite today’s front-line service providers of
Kingston Transit to provide as much input as they desire or are able, even to the extent of its being a joint report;
3. That the Commissioner of Finance shall comment at the Environment, Infrastructure and Transportation Policies
Committee September meeting on how the implementation of the recommendations might be funded, including
using a part of parking revenues;
4. That after the Environment, Infrastructure and Transportation Policies Committee has received the report and
prior to Council beginning its 2009 budget presentations, at least two public meetings be held for residents of
areas meant to be served by the enhanced transit service for the purpose of discussing the report; and,
5. That the Environment, Infrastructure and Transportation Policies Committee then forward its recommendations,
based on the report and amended as may be necessary (with further staff or service-provider input as may be
deemed desirable) to Council for consideration not later than the first Council meeting in December 2008.
