Kingston City Council will consider the following motion on the use of the Chown Parking structure at its meeting to be held on February 19, 2008.

COMMITTEE OF THE WHOLE
(1A) Staff Briefing – Mr. Gerard Hunt, Commissioner of Finance and Corporate Performance, will speak to Council
regarding the Chown Memorial Parking Facility report.
1. THAT Council resolve into the Committee of the Whole to consider the following:
Information Report – Hotel Dieu Hospital Expansion / Chown Memorial Parking Facility
At the February 5th meeting the following motion was approved:
THAT staff be directed to enter into discussions with the Hotel Dieu Hospital to develop an arrangement to address
the need to expand and enhance the Chown Memorial Parking Facility; such arrangement may include a partnership
or lease with the Hotel Dieu Hospital and shall include maintaining mid and long term access to the garage and
retaining the Chown Memorial Parking Facility as a public asset;
- and further -
THAT staff be requested to explore the feasibility of this Motion and report back to the next Council meeting.
CARRIED AS AMENDED
The Information Report of the Chief Administrative Officer (08-095) is attached as Schedule Pages 61-63 wherein
staff has made the following suggestions:
A. Transfer existing parking structure to the hospital at a negotiated value and enter into a long term lease for
the land;
B. Negotiate a long term lease of existing structure and land;
C. Develop a joint venture agreement with the hospital and its partners for a portion of the new expansion
project, including financing, operation and maintenance, or any combination thereof;
D. Develop a partnership agreement with the hospital for all or a portion of the new expansion project, including
financing, operation and maintenance, or any combination thereof;
E. Consider a sale/purchase agreement;
F. Maintain Status Quo.
Staff is seeking direction from Council on how to proceed.
