The following motion will be considered at the Kingston City Council meeting to be held on February 5, 2008:


Homeless Priority on the Centralized Waiting List for Rent Geared-To-Income Housing

THAT Council approve the recommendations of the Homeless Priority Sub-Committee endorsed by the Not-For-Profit Housing Advisory Group (NFPHAG), namely:

1. That the definition of homeless be narrowed for the purpose of priority ranking on the Centralized Waiting List. The Sub-Committee and NFPHAG agree that there are many individuals who may be considered homeless who will not meet the new criteria, however, it was also agreed that the needs of the absolute homeless will be better served.

2. That current applicants on the Centralized Waiting List with Homeless Priority be grandfathered until their annual review and if they no longer meet the criteria for Homeless Priority, that they retain their original date of
application for chronological ranking.

3. That the Homeless Priority Sub-Committee reconvenes six months after implementation of the new policy to review its effectiveness.

4. That Housing Providers continue to offer one in ten vacancies to applicants with Homeless Priority status.
