The following motion will be considered at the Kingston City Council meeting to be held on February 5, 2008:

REPORT NO. 24 OF THE ARTS, RECREATION AND COMMUNITY POLICIES COMMITTEE
Delivering Opportunities for Ontario Renters (DOOR) Funding Framework
THAT the $6.62 million in provincial “Delivering Opportunities for Ontario Renters (DOOR)” funding be allocated in the
following envelopes:
• $920,000 in the Social Housing Capital Reserve Fund for our existing social housing portfolio to address their
capital needs over the next twenty years and to maintain the capital infrastructure;
• $5,200,000 for the creation and construction of “new social housing” ;
• $500,000 for the creation of an Emergency Shelter Capital Reserve Fund to assist with the implementation of a
longer term strategy to meet the community’s ongoing and dynamic emergency shelter needs in the most
efficient and effective manner possible;
- and further -
THAT staff be directed to develop an affordable housing development proposal that would result in a low and
moderate income mixed housing project or projects of approximately 100-120 units incorporating the fundamental
elements of the affordable housing motions referred to ARC from July 24, 2007 and December 4, 2007 for
consideration by the Arts, Recreation and Community Policies Committee (ARC) and the Affordable Housing
Development Committee (AHDC);
- and further -
THAT, while maintaining effective funding for the Social Housing Capital Reserve Fund and the creation of an
Emergency Shelter Capital Reserve Fund including provision for any interest earned on the DOORS funding, that the
proposal incorporate the following elements where appropriate:
• $5.2 million of DOORS funding for creation and construction of ‘new social housing’;
• The potential for $5 million of City of Kingston capital funding;
• The supplying of municipally owned land;
• Senior government and/or municipally supplied rent supplements integrating rents ranging from the Ontario
Works/Ontario Disability Support Program maximum shelter allowance to 90% CMHC average market rent
(low-end of market rents);
• Brownfields opportunities;
• Forgiveness of planning charges and repayment in lieu of development charges;
• Installation of utility services;
• Phased-in implementation of property taxes;
• Fast-tracking of affordable housing applications and development;
• With an effective delivery plan including a development schedule,

THAT staff be requested to report back to the Arts, Recreation and Community Policies Committee (ARC) and the
Affordable Housing Development Committee (AHDC) by the April 2008 ARC Committee meeting.
