City Council will consider the following resolution at the City Council meeting to be held on July 24, 2007:
Moved by Councillor Schmolka
Seconded by Councillor Foster
WHEREAS the use of tire-derived fuel at the Lafarge plant in Bath plant was authorized by the provincial government to assess the environmental impact here before other similar permits are granted elsewhere in the province; and,
WHEREAS the City of Kingston is concerned that the proposed tire-derived fuel operation may create downwind air and water quality impacts on City of Kingston residents and our flora and fauna; and,
WHEREAS there is now going to be an Environmental Review Tribunal hearing in September 2007, which will review the decision to issue a permit for tire-burning;
THEREFORE BE IT RESOLVED THAT the City’s legal services investigate the possibilities of the City being represented at the hearing by its legal counsel and report back to Council in time to seek participant, or other, status at the Environmental Tribunal Hearing, in order to protect the interests of the City of Kingston, and, in particular, to argue for sufficient air and water testing in the City of Kingston so that the impact of the use of tire-derived fuel on our community, should it be allowed to take place, can be assessed;
- and further -
THAT the City of Kingston request that the Ministry of the Environment undertake enhanced air and water quality monitoring in the City of Kingston for the purpose of establishing baseline conditions downwind of the Lafarge operation to enable detection of any future impacts from that operation.
