City Council will consider the following resolution at the City Council meeting to be held on July 24, 2007:
Proposed Heritage District Study of Old Sydenham Ward Area
1. THAT the Kingston Municipal Heritage Committee (KMHC) recommend to Council the issuance of a Request for Proposal (RFP) for the creation of a District Study:
a) to investigate, review and document the cultural heritage resources within Old Sydenham Ward, and
b) to assess the potential for designation of the area as a Heritage Conservation District pursuant to the Ontario Heritage Act.
This District Study process will provide a recommendation whether or not the City should proceed with the Heritage Conservation District Plan and Guidelines, based on but not limited to:
• Extensive stakeholder consultation including at least four (4) public meetings and a survey of Sydenham Ward property owners and all owners of designated properties in the City;
• A close examination of the district boundaries;
• A review of the City of Kingston’s staff and KMHC capacity to support such designation;
• An exploration of alternative policy and planning tools including, but not limited to, heritage zoning, heritage overlays, additional Part IV designations, and architectural design guidelines.
2. THAT in support of a Heritage Conservation District designation, staff be directed to explore revenue generating partnerships and other means of generating revenue to assist with mitigating the costs of this project.
3. THAT KMHC create a Communications and Education working group for the development of new educational materials and to engage the local community
