The City of Kingston has released an extensive series of background, financial and project reports on the LVEC - the Kingston Regional Sports and Entertainment Centre project.

I have read the reports and basically two issue stand out.

1) The contingency was to low - for issues that "may arise beyond the final drawings", including blueprint details, design issues & environmental unknowns.

2) Missed costs - furnishing and equipment in the canteen area.

Both of these issues are obvious mistakes. (Human mistakes that happen.) - plus the political financial fallout.

Missing 2.5 million for the canteen is a 5% miss over the entire project. It happens, it was just either not on the drawing or details at the time..that was missed by (both) the City and the architect. Who's ulitimately responsible? - who cares.

Lets just move on and pay the 10% (which is not unusual) ...on any project.

Just build it.
