At the June 27-29, 2006 meeting City Council directed City Planning to establish the Design Review Panel Pilot Project for a test period in pilot areas in each District of the City.

The purpose of this exciting new initiative is to improve the design quality of the public realm which is an expressed goal of the Official Plan and City Council's Beautiful City Initiative. The Pilot Project is tailored to Toronto and builds on the successes of other Canadian and international cities with Design Review Panels.

Next steps to implement the Pilot Project include collecting expressions of interest for membership from design professionals through their respective professional associations. City Council has provided direction to develop procedures for public projects such as streetscapes, public buildings, public spaces and park design in pilot areas to be included in the Pilot Project. The Pilot Project is projected to begin in early 2007.

Pilot Areas
North York Centre in the North York District,
Fort York, St. Lawrence and King-Parliament areas in the Toronto and East York District,
Scarborough City Centre in the Scarborough District, and;
Etobicoke Centre and Humber Bay Shores DistrictBoundaries are defined by the applicable secondary plans and urban design guidelines.

Public interest in exploring a Design Review Panel for Toronto was demonstrated at a public symposium held by the City Planning Division (http://www.toronto.ca/planning/designsymposium.htm#Part1) (please see below for symposium proceedings) and also through public consultation carried out by the Planning & Transportation Sub-Committee to Review the City's Planning Process.
