Comment On Sports & Entertainment Centre Designs

The models of the Kingston Sports and Entertainment Centre have arrived and the City wants your opinion.

On Thursday night, the community is invited to a public viewing of the models. The models were prepared by each of the four teams bidding to design and build a state-of-the-art sports and entertainment centre in Kingston.

The public viewing of the models takes place in Memorial Hall, City Hall from 6 p.m. to 9 p.m. on Thursday, May 11. Presentations from each team will begin at 6:30 p.m.

"Those who attend the public viewing can expect to be presented with models of buildings that are superior to other new sports and entertainment centres across Ontario as they feature finishes that compliment the urban fabric of Kingston's historic downtown North Block district," said growth commissioner Cynthia Beach.

The models will be displayed within the context of the North Block area. They are also shown with the building masses of potential future development permitted under the current zoning for the North Bock area.

"The City will also be asking for feedback on each building's design, respect for heritage and how each fits with future development approved for the North Block area," added Beach.

In February, the City initiated a request for proposal process to design and build a state-of-the-art Sports and Entertainment Centre. A short-list of pre-qualified design/build teams were asked to submit their proposals. The teams short-listed for design/build of the Large Venue Entertainment Centre are:

* Ball Construction and PBK Architects

* Ellis Don Construction and Brisbin Brook Beynon Architects

* PCL Construction and Parkin Architects and Rossetti Associates

* Giffels Construction and Norr Architects

A technical committee is reviewing each team's proposal, rating each based on the project schedule and management plan, site plan, building design and specifications, accessibility, the mechanical and electrical design, urban design and functional space program, the ability to meet a LEED Silver designation, operating and maintenance cost estimates and the total cost of the proposal.

On May 30, staff will report back to City Council with a recommended design/build team. The May 30 report will also address funding for the construction of Kingston Sports and Entertainment Centre.

"Financial options continue to present themselves. With the May 30 recommendation, staff will include a financial plan to support the project without impacting on tax rates," said Beach.

The Kingston Sports and Entertainment Centre, also referred to as the LVEC, will be a modern, state-of-the-art facility located downtown within a central business district block bounded by Ontario Street, Barrack Street, King Street and Place D'Armes.

In addition to ice shows, children's concerts, performing arts entertainment, theatre productions, sporting and gardening shows and other local, provincial and national sporting events, the Kingston Sports and Entertainment Centre will also provide a venue for potential marquee events such as the Memorial Cup and the Canadian Juno Music Awards.

Information about each team's design, photos of the models and a comment form will be available on the City Web site <http://www.cityofkingston.ca/lvec/> on Thursday afternoon prior to the public open house.
