4. PRESENTATIONS/DELEGATIONS
Mr. Bruce Downey, from the St. Lawrence Valley Society of Architects’ will be present to speak to the committee on the charette that was held in 2005 regarding the use of the Kingston Memorial Centre. Copies of the minutes taken at the charette will be distributed at the meeting.


5. COMMITTEE BUSINESS

a) Ice Utilization Options for Queen’s University (Report No. MCR-06-001)
The Report from The Commissioner of Sustainability & Growth Group is attached hereto as Schedule Pages 1-4

THAT Council extend an offer to Queen’s for the rental of ice time that can be scheduled without displacing community groups already using existing facilities which may include the offer of renting time available in all existing arena facilities and the Memorial Centre until the construction of a new Multiplex facility and/or LVEC is completed; and


b) Councillor Garrison requested that the following motion be considered for discussion purposes. (Note: The following motion of amendment was presented on the floor of Council on March 7th and was LOST. If it is the decision of this Committee to recommend the motion, it will take a 2/3rds vote of Council in order for it to be reconsidered.)

THEREFORE BE IT RESOLVED that any potential lease between Queen’s University and the City of Kingston regarding the Memorial Centre not have any adverse impacts on any of the current users of the Memorial Centre; and

THAT any funds that could be paid by Queen’s University to the City of Kingston as a result of a leasing agreement in regards to the use of the Memorial Centre be solely dedicated to either the operations of, capital repairs, to or revitalization of the Memorial Centre.

ABEYANCE ITEMS
· Fencing Surround Memorial Centre Grounds
At the January and March 21st meeting the issue of brainstorming the removal of the fencing surrounding the grounds of the Memorial Centre was deferred.

MANDATE / TERMS OF REFERENCE
1. To prepare and recommend to Council a development concept plan and detailed multi-year implementation strategy for the revitalization and rejuvenation of the entire 23 acre Memorial Centre site as a public community recreational facility or facilities that will also serve as a fitting living memorial to the men and women of Kingston who lost their lives during the two World Wars, the Korean War and other military engagements. The plan will incorporate the recommendation of the Ad Hoc Committee to Recognize War Veterans as adopted by Council on December 6, 1005, which includes the creation of a veterans’ Memorial park with a cenotaph and consideration of renaming of a street leading to the park or naming of a street or lane within the park.

2. To recommend a long-term financing and budget strategy for the capital construction and ongoing annual operating costs necessary to implement and maintain the recommended development plan; this may include partnership/sponsorship opportunities.

3. To ensure ongoing and inclusive community consultation throughout the development of the plan and related implementation strategy; as a minimum this shall include at least one advertised public meeting.
