Good hearted attempt to "educate" and inform.
But, in reality the area is becoming affluent and yuppified. The reality is yes there is good neighbourhood involvement.
But, the marginalised and traditional low income families in the neighbourhood are being pushed out, as real estate rises, houses being flipped for higher and higher profits and renovation of homes raise both values and future taxes to the area.
This in turn effects people on fixed income and lower income, rentals and increases the likelyhood of long term residence to loose their homes, social family stresses, neighbourhood (us verses them).
Sound familar to anyone?
But, yes a good (could be more prepared /scriped) - video on the "theory" of social capital. Unfortunately they did not mention the negative realities.

The difficulty with the social capital argument is that it only exists in a stratified fashion in some neighbourhoods. Gentrification is letting middle and upper middle income residents live better but at the expense of the loss of affordable housing (and community) for lower income residents.
A more inclusive form of community economic development in Kingston would work towards sustaining and building truly mixed neighbourhoods across the city.
