Whether this change is good or bad will depend on the quality of individual councils and the time and effort they give to planning matters.

This is the best news and worst news at the same time. I am very happy that the Council of the cities will have this power of decision. I am very worried about Our Council and how they choose to do thing secretively.

Now that this is a fact, as taxpayers of this city we better be prepared to make this and any future council ACCOUNTABLE. From this moment on it is very necessary to have ALL COSTS accounted for regardless of how the money is allocated.
