Ambitious Action Plan Moves LVEC Effort Forward
City Officials Aim To Begin Construction By Summer Of 2006
The City of Kingston is preparing to have a shovel in the ground by next summer for its $37.3 million Large Venue Sports and Entertainment Centre (LVEC), say officials who have recently issued two Request for Information (RFI) documents for the design/construction and operation of the LVEC.
The Request for Information documents will short-list a limited number of qualified firms from which an operator and design build team will be selected through a Request for Proposal (RFP) process.
The first RFI invites experienced private sector operators to submit their credentials for the purpose of pre-qualifying respondents to operate the 5,000 seat sports and entertainment centre.
The second RFI seeks to pre-qualify experienced Design-Build teams that will design and construct the new Sports and Entertainment Centre on city-owned land in the downtown area known as the North Block.
The proposed LVEC will be located within a central business district block bounded by Ontario Street, Barrack Street, King Street and Place D'Armes. The deadline for receipt of the pre-qualification documents has been set for November 25, 2005.
In the coming months, City staff will also begin the site plan approval process - including studies such as the concept plan, parking and traffic and a storm water management plan. Other steps that require Council approval before construction of the LVEC begins include:
* Requests for Proposals issued to pre-qualified design and
construction teams and operators;
* Selection of an Operator;
* Selection of Design Build Team;
* Approval of the final LVEC Design.
The final steps will consist of the application for a foundation building permit during the second quarter of 2006, followed by the commencement of construction, completed drawings and receipt of the remaining building permits in quarter three of 2006.
